The next ingredient on that same bottle of generic pump hand soap is: sodium sulfate. It seems like this ingredient list just goes on and on. Sodium sulfate is the sodium salt of sulfuric acid.
So why is sodium sulfate put in some soaps and detergents? To take up space. It is solely used as a filler. Without it the product would be in less packaging and less product would be required per use. It is generally regarded as safe, but can be an eye irritant. Mostly, it's not green to use filler in products.
